Haha. These remind me of this parody of the ready.gov pamphlet: http://home.carolina.rr.com/zerb/beready/
I agree that the humor largely depends upon the accompanying text. But it also relies on our foreknowledge of the images on which they're based.
What I mean is that the image of the stick figure flailing his arms in the air, running away from the wayward golfcart for dear life, is hilarious in part because we're accustomed to seeing the figure so unfeelingly crossing the street or, you know, just standing there in front of the men's bathroom.
